The proposed additional storey, by reason of its position surmounting the roofline of the building and that of the terrace of which it forms a part (ie, 27 & 29 St. Lawrence Terrace and 23 Chesterton Road) would harm the appearance of the building and terrace and would fail to preserve or enhance the character or appearance of the Oxford Gardens/St. Quintin Conservation Area. Therefore, it is contrary to policies of the development plan, in particular policies CL1, CL2, CL3, CL8 and CL11 of the Local Plan 2019.
