The proposed additional storey in the form of a mansard roof extension, would encroach on a townscape gap, failing to preserve the character and appearance of the building, the street scene and the Hans Town Conservation Area, as well as failing to preserve to the setting of the adjacent listed buildings on Walton Place and Hans Place. There are no public benefits which overcome the less than substantial harm identified and the proposal conflicts with pertinent Local Plan policies such as CL1, CL2, CL3, CL4, CL8 and CL11 as well as with the Hans Town Conservation Area Appraisal.
