By virtue of its design, location and materials the proposal would harm the character and appearance of the conservation area, the appearance of the individual building and the settting of the listed gardens. As such the proposals would conflict with Council policy, in particular Local Plan policies CL1, CL2, CL3, CL4, CL6, CL11 and CR5, as well as the recommendations of the Labroke Conservation Area Appraisal.
