Conditions and reasons:

The proposed mansard roof extension and rear extension, given their scale, massing, design and location, would fail to preserve or enhance the character and appearance of the host dwelling, terrace grouping and wider townscape and would appear as an incongruous additions to the host dwelling. The proposal is therefore contrary to policies CL1, CL2, CL6, CL8, CL9 of the Local Plan 2019 and the guidance within the National Planning Policy Framework.

2)

The proposed development, given the additional height and massing, and the insufficient information provided in support of this application, has failed to demonstrate that the living conditions of neighbouring occupiers would be safeguarded. The proposed development is therefore contrary to policy CL5 of the Local Plan 2019, and the guidance within the National Planning Policy Framework.

To assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website, and offers a pre-application advice service. Pre-application advice was sought and provided, and improvements recommended during assessment of the application. Unfortunately this advice was not adhered to. Nevertheless, the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of a new planning application.
