The proposed extension, by reason of its size, form and materials, would be a prominent, incongruous and harmful addition to the property which would fail to respect the surrounding context of development or the integrity of the property, nor would it achieve an appropriately subordinate scale or allow the existing building form to continue to be understood. As a result the development would fail to preserve the character or appearance of the conservation area, and would conflict with policies of the Local Plan adopted September 2019, in particular CL1, CL2, CL3, CL6, CL9 and CL11.

The proposed extension, by reason of its height, depth and position on the boundary of the site, would lead to an unacceptable increase in overlooking, disturbance and sense of enclosure experienced by neighbouring occupants. The proposal would fail to preserve the living conditions enjoyed by neighbouring occupants, contrary to policy CL5 of the Local Plan 2015, adopted September 2019.

The application fails to demonstrate (through the absence of a flood risk assessment) that the development would appropriately mitigate the effects of, and adapt to, the impact of surface water flooding within the North Kensington Critical Drainage area, contrary to the Council's policies in particular Local Plan policy CE2, adopted September 2019.
