Due to the inappropriate location, size, scale and design, the railings are considered to be harmful as they act as a dominant feature which is visible from public and private viewpoints, and therefore would fail to preserve or enhance the character or appearance of the building, terrace and wider conservation area and therefore does not comply with policies CL1, CL2, CL3, CL6 and CL11 of the Local Plan and the requirements set out in the National Planning Policy Framework (NPPF 2019).

Due to their location and height, the railings would create a means of enclosure around the flat roof of the property and subsequently facilitate the use of the flat roof as a roof terrace. The use of the roof as an outdoor terrace, by reason of its size, siting and proximity to the rear parapet and boundaries would give rise to an unacceptable loss of privacy to habitable windows and an unacceptable level of noise and disturbance, all contrary to Policies CL5 and CE6 of the Local Plan 2019.
