The proposed external physical manifestations associated with the basement addition and to the rear garden area would in combination comprise uncharacteristic additions, of a scale, sensitive position and appearance that would be visually obtrusive. The proposals would harm the appearance of the property, and fail to preserve or enhance the character and appearance of the Oxford Gardens/ St. Quintin's Conservation Area, contrary to Development Plan, in particular Local Plan policies CL1, CL2, CL3, CL6, CL7 and CL11, the guidance in the Basement SPD, as well as the statutory requirement for development within a conservation area.
