Conditions and reasons:

The proposed first floor level metal perimeter railings associated with the formation of a raised level roof terrace, because of their prominent upper floor level position and detailed design, would represent an inappropriate and negative form of development that would be at odds with the character and appearance of the individual property, those of the group of buildings of which it forms part and those of the Edwardes Square, Scarsdale & Abingdon Conservation Area as a whole which would neither be preserved nor enhanced at their result. The proposals are thereby contrary to Local Plan (2019) policies CL1, CL2, CL3, CL6 and CL11.

The proposed first floor level roof terrace together with the new full width rear raised ground floor level roof terrace areas would have adverse impacts upon the living conditions of the occupiers of nearby properties which would experience in combination increased levels of overlooking, noise and disturbance. The proposals are thereby contrary to Policy CL5 of the Local Plan 2019.

Pre-application advice was sought and provided. Unfortunately, this advice was not adhered to. Nevertheless, the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of a new planning application.
