Conditions and reasons:

The proposed extensions and alterations to the property, because of their added height, bulk, prominent upper floor level positions and detailed design, would represent inappropriate and negative forms of development that would be at odds with the character and appearance of the individual property, those of the group of buildings of which it forms part and those of the Edwardes Square, Scarsdale & Abingdon Conservation Area as a whole which would neither be preserved nor enhanced at their result. The proposals are thereby contrary to Local Plan (2019) policies CL1, CL2, CL3, CL8, CL9 and CL11.

Because of the failure to contain a Sunlight and Daylight Assessment, the proposed development fails to demonstrate that the living conditions of the occupiers of nearby properties would not be adversely impacted in terms of reduced levels of sunlight and daylight. The proposals are thereby contrary to Policy CL5 of the Local Plan 2019.

Pre-application advice was sought and provided. Unfortunately, this advice was not adhered to.
