The staircase, due to its position along the rear boundary of the property, creates an unacceptable impact on the sense of overlooking and privacy of the adjacent rear neighbour, which is detrimental to their standard of living conditions. The staircase is therefore contrary to the requirements of policy CL5 of the Local Plan 2019.
