Conditions and reasons:

Due to the inappropriate location, size, scale and design, the railings are harmful as they act as a dominant feature which is visible from public and private viewpoints, and therefore fail to preserve or enhance the character or appearance of the group of buildings or the Chelsea Conservation Area contrary to policies CL1, CL2, CL3, CL6 and CL11 of the Local Plan 2019 and the requirements set out in the National Planning Policy Framework (NPPF 2019).

Due to their location and height, the railings create a means of enclosure around the flat roof of the property and subsequently facilitate the use of the flat roof as a roof terrace. The use of the roof as an outdoor terrace, by reason of its size, siting and proximity to the rear parapet and boundaries would give rise to an unacceptable loss of privacy to habitable windows and an unacceptable level of noise and disturbance, contrary to policy CL5 of the Local Plan 2019.
