By virtue of the loss of patina of age and symmetry of the pair, the proposals would cause less than substantial harm to the character and appearance of the building, terrace group and wider Cheyne Conservation Area with there being no public benefits to outweigh the harm caused. As such, the proposal is contrary to policies CL1, CL2 CL3, CL6, CL8 and CL11of the Local Plan 2019 and the NPPF 2023.
