Conditions and reasons:

The proposed second floor rear extension would fail to preserve the character and appearance of the conservation area and would cause less than substantial harm to the special arhictectural and historic character of this grade II listed building, with no public benefit to outweigh and justify this harm. As such the proposal would be unacceptable and would conflict with Development Plan policies, in particular Local Plan 2019 policies CL1, CL2, CL3, CL4, CL6, CL9 and CL11 and guidance in the Holland Park Conservation Appraisal, as well as the statutory requirements for development in a conservation area and affecting a listed building.
