The proposed extension would result in a cumulative development that would obscure the first floor of the property, resulting in a dominant and incongruous extension that would fail to be subordinate to the host building. The proposals would result in less than substantial harm to the designated heritage asset without providing public benefit to outweigh the harm. As such, the proposals fail to preserve the character or appearance of the building, terrace and wider conservation area, contrary to policies CL1, CL2, CL3, CL4, CL9 and CL11 of the Local Plan 2019, and guidance contained within the NPPF.
