Conditions and reasons:

The proposal would fail to ensure good living conditions for occupants of new, existing, and neighbouring buildings. The addition of the rear terraces and associated alterations would fail to provide reasonable visual privacy for occupants of existing properties within Shaftesbury Mews and Scarsdale Villas and the proposal would have a detrimental impact on the living conditions of nearby properties, including when viewed from the adjoining rear gardens. As such, the proposal would fail to comply with policy CL5 of the 2019 Local Plan and the NPPF.

The proposal, by virtue of the additional clutter at first and third floor level, would fail to preserve, or take the opportunity to enhance, the character or appearance of the host dwelling. The proposal would appear at odds and out of keeping with the character of the immediate area. The proposal would fail to preserve the conservation area and the less than substantial harm would not be outweighed by any public benefits associated with the development. As such, the proposal would fail to comply with policies CL1, CL2, CL3, CL6 and CL11 of the 2019 Local Plan, and the NPPF.
