The proposed shopfront lacks any demarcation between the fascia area and the building facade above, introducing a large expanse of glazing without a stallriser, all of which are considered to be out of character with the predominant pattern of the retail terrace and harmful to the character and appearance of the Chelsea Conservation Area and contrary to policy set out in Chapter 4 of the Unitary Development Plan, in particular Policies CD44, CD48, CD49, CD52, CD53, CD63 and CD65.

The proposed removal of the first floor front elevation sash windows is considered to disrupt the even pattern within the terrace and be harmful to the character and appearance of the Chelsea Conservation Area, contrary to policy set out in Chapter 4 of the Unitary Development Plan, in particular Policies CD44, CD48, CD49, CD52 and CD53.

The proposed rear fenestrational changes and raising of the eaves height of the rear extension are considered to be out of character with the terrace, resulting in an adverse sense of enclosure to neighbouring properties and harmful to the character and appearance of the Chelsea Conservation Area, contrary to policy set out in Chapter 4 of the Unitary Development Plan, in particular Policies CD25, CD41, CD44, CD48, CD49, CD52 and CD53.

The proposed change of use to offices at first floor level will result in the loss of residential accommodation, contrary to the general policy against such loss contained in Strategic Guidance for London Planning Authorities (RPG3, 1996) and policy set out in Chapter 5 of the Unitary Development Plan, in particular, Policies STRAT 13, STRAT 14 and H1.
