On the basis of the information available, the proposed development, in particular the tall building within Development Zone 5, will add to the overly dominant appearance of the development and surrounding development and will cause harm to the views across the Royal Borough's Conservation Areas, in particular the Oxford Gardens, Avondale and Kensal Green Cemetery Conservation Areas. The proposal is contrary to Consolidated Local Plan policies CL3, CL11 and CL12, and Policy 7.7 of the London Plan.
