The proposed dormer, by reason of its punctuation of the historic roof profile, would result in the loss of a historic roof form and would constitute a visually obtrusive addition. The proposed development would fail to preserve the character or appearance of the Kensington Conservation Area, contrary to Local Plan policies CL1, CL2, CL3, CL6, CL8 and CL11, as well as guidance within the the Kensington Conservation Area Appraisal.

Pre-application advice was sought and provided. Unfortunately, this advice was not adhered to.
