The proposal, by reason of the loss of 10 hotel rooms and the absence of justification for this associated with any upgrading works, fails to demonstrate to the satisfaction of the local planning authority that the use would support the visitor economy in the borough through appropriate hotel provision. As such, the proposal fails to comply with policy CF8 of the Local Plan 2019.

The proposed third floor extensions would extend beyond the existing extensions in the terrace and this level and in this elevated and prominent position, together with the use of white render, would result in a bulky and unsubordinate extension to the building. As such, the proposal would neither preserve nor enhance the character or appearance of the building, terrace and wider conservation area, contrary to policies CL1, CL2, CL3, CL6, CL9 and CL11 of the Local Plan 2019 and the guidance contained in the Earls Court Square Conservation Area Proposals Statement.

The proposed two storey rear extension would rise above the existing boundary walls, raising the prominence of the structure in this location. As such, the overall scale and height of the structure in this garden setting would neither preserve nor enhance the character or appearance of the building, terrace and wider conservation area, contrary to policies CL1, CL2, CL3, CL6, CL9 and CL11 of the Local Plan 2019 and the guidance contained in the Earls Court Square Conservation Area Proposals Statement.
