Conditions and reasons:

The proposed rear extension would fail to preserve the character and appearance of the conservation area and would cause less than substantial harm to the special architectural and historic interest and heritage significance of this grade II listed building, with insufficient public benefits to outweigh and justify this harm. As such the proposals would be unacceptable and would conflict with Development Plan policies, in particular Local Plan policies CL1, CL2, CL3, CL4, CL9 and CL11, as well as the statutory requirements for development in a conservation area and affecting a listed building.
