The proposed mansard roof extension by reason of its bulk, mass, size and siting along the rear boundary would give rise to an unacceptable and harmful sense of enclosure and loss of outlook to properties along Penywern Road, particularly the basement flats directly facing the site. As a result, the proposal fails to safeguard the existing living conditions of neighbouring properties and fails to comply with Local Plan Policy CL5.
