The proposed rear external basement features (namely the open lightwell with stairs and near full-width rooflights) by reason of their size, siting and appearance, would be uncharacteristic additions that would draw undue to attention to the property and garden. The proposals would fail to preserve or enhance the character and appearance of the property, the group of buildings of which it forms part and the Oxford Gardens/ St. Quintin's Conservation Area, contrary to Development Plan, in particular Local Plan policies CL1, CL2, CL3, CL6, CL7 and CL11, the guidance in the Basement SPD, as well as the statutory requirement for development within a conservation area.
