The proposed development would be uncharacteristic of the area and by reason of its scale, size, poor design and siting in relation to fenestration in the rear elevation of the host building and its context, would form an incongruous, and visually intrusive form of development which would unbalance the architectural composition, rhythm and proportion of fenestration, failing to respect and take opportunities to improve the quality and character of the building and its context, detracting from the appearance of this building, the terrace group, and the townscape of which it forms part. Consequently, the proposals would cause harm to the character and appearance as building, and surrounding townscape, contrary to the aims of policies CL1; CL2; CL6; CL9 and CL11 of the Local Plan 2019.
