By virtue of their height, location, materials, bulk and detailed design the proposals would fail to preserve the character and appearance of the conservation area and the appearance of the individual building and would conflict with Local Plan 2019 policies CL1, CL2, CL3, CL6, CL9 and CL11 and the recommendations of the Kensington Conservation Area Appraisal.

The proposal fails to demonstrate that the proposed air conditioning plant would not harm the living conditions of neighbouring occupiers. As such the proposals would conflict with Local Plan 2019 policies CL5 and CE6.
