Conditions and reasons:

The proposed additional and relocation of the air conditioning units by reason of its siting, size would result in a dominant and incongruous development that would have an adverse visual impact to the rear elevation of the host property and the and the significance of the wider conservation area, contrary to policies CL1, CL2, CL3, CL6, CL8 and CL11 of the Royal Borough of Kensington and Chelsea Local Plan 2019 and the Chelsea Conservation Area Appraisal 2016.

In the absence of a Noise Impact Assessment the proposal fails to demonstrate that it would not result in any adverse noise impact to the neighbouring properties at 23 and 27 Hasker Street which would not ensure good living conditions for the occupants of neighbouring buildings, contrary to policies CL5 and CE6 of the Royal Borough of Kensington and Chelsea Local Plan 2019, the Noise SPD and the National Planning Policy Framework December 2023.
