Conditions and reasons:

1)

The proposals fail to demonstrate that all habitable rooms would have an acceptable outlook and would receive adequate natural daylight and ventilation, thereby resulting in poor quality units. As such the proposal would likely provide substandard accommodation and would therefore conflict with policies CL5 and CH3 of the Local Plan 2019.

2)

The proposed residential units would require a legal agreement to secure the new units as parking permit free and an agreement has not been completed to secure this. Therefore, the proposals are also contrary to policy CT1 of the Local Plan 2019.
