The proposed lift would, by reason of its form, design and additional storey, together with the lack of detailed information of the modifications required to install the lift and the plan discrepancies, result in less than substantial harm to the designated heritage asset without providing public benefit to outweigh the harm. As such, the proposals fail to preserve the special architectural and historic interest, character and significance of the listed building, contrary to policy CL4 of the Local Plan 2019, and guidance contained within the NPPF.
