The proposed changes are outside the scope of s.96A and cannot be accepted under this provision. Even if ultimately acceptable, they would require assessment as to potential noise or visual implications as well as publicity for neighbours, and would require this to be undertaken pursuant to a full fresh planning application submission.

Refused/No pre-app or discussion
To assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website. A pre-application advice service is also offered. In this case the proposal does not comply with guidance and policies. No pre-application discussions were entered into, but the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of any new planning application.

The installation of the equipment identified within the submitted drawings would need to be assessed under a separate full planning application. In the event of submitting an application a Noise Assessment demonstrating compliance with the Council's Noise SPD plus LP policy CE6 will be required.
