The proposal, by virtue of its significant visual clutter and incongruous design, would fail to respect the scale and appearance of the subject building and would result in harm to the character and appearance of the Thurloe Estate and Smith's Charity conservation area. The proposal is contrary to the Council's Policies as set out in the Conservation and Development chapter of the Unitary Development Plan, in particular policies CD27, CD50, CD57, CD61, CD62 and CD78 and contrary to the policy set out in the Thurloe Estate and Smith's Charity Conservation Area Proposals Statement.
