Conditions and reasons:

1)

By reason of its design and location surmounting the existing roofline, the seventh floor roof addition and roof terrace would be visually obtrusive and would exacerbate the already overdominant appearance of the building to the detriment of the character and appearance of this part of the Brompton Conservation Area. Therefore, it is considered contrary to Council Policy as stated in the Unitary Development Plan, in particular Policies CD27, CD44, CD45, CD46, CD61 and CD62, in the Brompton Conservation Area Proposals Statement, and in the London Plan in particular Policies 4B.1, 4B.10 and 4B.11.

2)

The proposed housing development fails to provide any affordable housing and is therefore contrary to the policies of the London Plan, in particular Policies 3A.7 and 3A.8.

3)

The proposed housing development is unacceptable because the size and mix of housing units fails both to achieve the highest possible intensity of use of the building and an appropriate balance of dwelling sizes, and results in a development of predominantly family sized units with inadequate amenity space. Therefore it is contrary to Council Policy as stated in the London Plan, in particular Policy 3A.4 and 4B.3 and the Unitary Development Plan, in particular Policies H7, H18, H19 and LR15.

4)

The proposed off - street servicing arrangements are inadequate in size and contrary to Council Policy as stated in the Unitary Development Plan, in particular Policies TR36 and TR41, and the London Plan, in particular Policy 3C.16.
