The proposed extension, by virtue of its height, bulk and massing, particularly when considered in context with the considerable bulk of the present building, would result in substantial harm to the appearance of the terrace and would harm the appearance of the property and the character and appearance of the Thurloe and Smith's Charity Conservation Area contrary to Development Plan Policy, in particular that set out in the Conservation and Development chapter of the Unitary Development Plan, in particular Policies CD27, CD47, CD50, CD61 and CD62.

The proposed increase in the height and depth of the building at the rear second and third floor levels would result in an increased sense of enclosure and loss of privacy to the properties in Ovington Gardens to the detriment of levels of amenity presently enjoyed by the occupiers, contrary to the Development Plan, in particular Policies CD35, CD36 and CD47 set out in the Unitary Development Plan.
