The proposed roof terrace by virtue of its size, design, positioning, and high visibility, would be harmful to the character and appearance of this part of the Conservation Area. As such the proposal is considered contary to policy expressed in the UDP, in particular Policies CD27, CD44, CD45, CD46, CD50, CD57, CD61, CD62 , and CD63, and to guidance contained within the Hans Town Conservation Area Proposals Statement.

The proposed roof terrace by virtue of its size, design, and positioning, would result in a significant degree of harm to the amenities of neighbouring properties. In particular it would result in noise disturbance and a significant loss of privacy. As such the proposal is considered contary to policy expressed in the UDP, in particular Policies CD35 and CD40.

For the reasons set out above it is considered that the proposed roof terrace would establish an unfortunate precedent for similar works in this stretch of terrace, and eleswhere in the Conservation Area.
