Many of the proposed alterations would cause less than substantial harm to the special architectural interest and significance of the listed building, without providing sufficient public benefits to outweigh the harm. Other alterations have not been demonstrated, due to lack of information, to preserve the special architectural and historic interest of the Grade II listed building Therefore, the proposals are contrary to development plan policies, in particular policy CL4 of the Consolidated Local Plan, as well as national policies.
