Prior approval under Part 16, Schedule 2 (as amended) of the Town and Country Planning (General Permitted Development) Order 2015 is hereby withheld, on grounds of appearance.ÿ The proposed unit would form an obtrusive addition to existing street clutter harming the appearance of the street in views in both directions towards and past the unit. As such, the proposed kiosk would be contrary to policies of the development plan, in particular Consolidated Local Plan policies CR4, CL6 and CL11. In addition - the application for prior approval does not fall within the ambit of Part 16 of the Town and Country Planning (General Permitted Development) (England) Order 2015, as it is not considered to be for the purpose of the electronic operator's communication network and it is not required for those purposes.
