The proposed development would cause less than substantial harm to the special architectural and historic interest of the listed building by virtue of the form, design and associated loss if historic fabric. There are insufficient public benefits provided to outweigh the less than substantial harm and the proposal is contrary to the NPPF and policy CL4 of the Local Plan 2019.
