REASONS FOR OBJECTION
The visual impact of the proposals across the Grade I registered landscape of Kensal Green would be widespread. The mid-rise 7-9 storey blocks at the southern site and southern part of the northern site would feature prominently in views across the Crematorium Garden within the Grade I Kensal Green Cemetery, causing less than substantial harm to its significance. The appearance of the 22-storey tower at the northern site would be harmful, being prominent on the skyline. Its contrasting height would intrude on the planned Arcadian landscape and cumulatively on the setting of the many individually listed monuments. The harm to the high heritage significance of the cemetery and conservation area would be less than substantial. While the tower now seems to be 'plan-led' the Royal Borough maintains its opposition as there is no strong design case for a building of district scale that justifies or outweighs the harm to the Grade I landscape.
The proposals would conflict with the policies in the development plan for the Royal Borough. The proposals would fail to preserve the character and appearance of views into and out of the Royal Borough, and would fail to safeguard the setting of conservation areas, listed buildings and registered historic park and garden within the Royal Borough. The proposals would not result in undue impacts on highway and transport networks within the Royal Borough.
An objection to the Mitre Yard scheme is therefore raised on grounds of harm to heritage assets of a degree that would not be outweighed by public benefits.
