Express consent is refused on the grounds that the proposed illuminated advertising area and green walls would result in a significant detrimental harm to the visual amenity of the streetscape and the existing views. The proposal would also be harmful to the significance of the setting of the listed building in the area contrary to policies CL4, CL11 and CR4 of the RBKC Local Plan 2019.
