The proposed development fails to comply with Condition A.3 (a) of Class A of Part 1 of Schedule 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) as the material finish would not be of a similar appearance to those used in the construction of the exterior of the existing dwellinghouse. The applicant has not provided information on how the rustication would be constructed/created but the development would nonetheless materially affect the external appearance of the building. The development would therefore not be lawful if begun at the time of the application.
