Conditions and reasons:

The proposed alterations would result in an expansive and overly grandiose space on this upper floor level which would appear incongruous and would be at odds with the established character and traditional floor hierarchy of this terraced property. The proposed works would therefore cause less than substantial harm to the special architectural and historic interest and heritage significance of this Grade II listed building. There would be insufficient public benefit to outweigh the harm. As such, the proposal is contrary to CL4 of the Local Plan.
