By virtue of the loss of historic fabric, alterations to plan form and character, the proposals would cause less than substantial harm to the listed building, without providing public benefit to outweigh the harm. As such, the proposal is contrary to CL4 of the Royal Borough of Kensington & Chelsea Local Plan 2019 and the National Planning Policy Framework 2021.
