Conditions and reasons:

The proposed change to the wording of Conditions 21, 22, 23 and 24 of planning permission reference PP/20/05566 to introduce parts to the conditions for separate approval of Section 1 and Section 2 of the site would not have a material effect on the nature of the development as a whole and would not change details already approved. The proposed change would therefore not materially alter the words approved under planning permission reference PP/20/05566 and would comprise a non-material amendment under Section 96a of the Town and Country Planning Act 1990 (as amended). The revised conditions should read as follows: 21. Contamination - Site investigation and quantitative risk assessment No demolition, external works shall be carried out on the land identified by the blue line boundary on the approved drawing titled Site Plan Proposed, drawing number DL0012-HTA-SW-ZZ-DR-A-1100 Revision T01 (Blocks A-D Refurbishment and Estate Office Site Boundary) until a site investigation has been undertaken in compliance with the approved Site Investigation Scheme and, if the Approved Site Investigation Scheme shows the requirement for a Quantitative Risk Assessment Report, such a report has been submitted to, and approved in writing by, the local planning authority. The development shall be carried out in accordance with the approved details.
