Conditions and reasons:

The proposed increased reduction in floor area of the existing Class E retail ancillary storage accommodation would have a significant adverse impact on the quality of the main retail unit which in turn would harm the essential shopping character and function of the Notting Hill District Shopping Centre contrary to Local Plan policy CF3.

2)

In the absence of a legal agreement precluding the ability of future residents of the proposed dwelling to receive Residents Parking Permits for the Royal Borough, there is no mechanism to prevent the proposed dwelling from adding pressure to the existing residents parking provision in the area. Consequently, the proposal fails to comply with Local Plan (adopted September 2019) Policy CT1, plus associated guidance contained within the 'Transport and Streets' Supplementary Planning Document.
