The proposed works would cause 'less than substantial' harm to the special interest and significance of the listed building and setting of the conservation area, without sufficient public benefits to outweigh this harm, and would therefore conflict with Local Plan policies CL3, CL4, CL6, CL9 and CL11, the guidance within the Thurloe & Smith's Charity Conservation Area Appraisal Document and the advice within the National Planning Policy Framework.
