Conditions and reasons:

1)

The proposal would require regular pruning of a tree of townscape value and fails to demonstrate that the roots of the same tree would be protected. Therefore, the proposed development would fail to ensure the protection of the tree, contrary to policies CL7(d) and CR6 of the Local Plan 2019.

2)

The proposal would result in the loss of off-street parking. The applicant has failed to agree to enter into a legal agreement to secure the proposed home be parking permit free. In the absence of such an agreement, the proposal would result in an increase in on-street parking pressure, contrary to Policy CT1 of the Local Plan 2019 and the guidance contained within the Council's Trees and Development Supplementary Planning Document.
