The proposed additional storey would be the first in this terrace and would be contrary to policy CL8 of the Local Plan 2019, and would fail to preserve the character or appearance of the conservation area and be contrary to policies CL1, CL3, and CL11 of the Local Plan 2019. There would be insufficient benefit in the proposals to outweigh the harms caused and justify an exception to the aforementioned development plan policies.
