The proposed roof terrace would introduce prominent and unsightly visual clutter in a raised and exposed location that would significantly detract from the clean lines, simple forms and balanced composition of the building. The proposal would fail to safeguard the special historic or architectural interest of the listed building, contrary to policy CL4 of the Local Plan 2019.

The proposed roof terrace would result in a loss of amenity through noise disturbance caused by users of the space and a harmful sense of enclosure resulting from the screening on the western-most edge of the flat roof. The proposal would fail to ensure that good living conditions continue for neighbouring occupants, contrary to policies CL5 and CE6 of the Local Plan 2019.

You are advised that this application was determined by the Local Planning authority with regard to Development Plan policies including relevant policies contained within the London Plan, Local Plan 2019, and Neighbourhood Plans where relevant.

Refused despite advice followed
To assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website, and offers a pre-application advice service. Pre-application advice was sought and provided in this case. Nevertheless, in the final analysis the application was still refused, with all material considerations taken into account. The Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of a new planning application.
