Conditions and reasons:

1)

The proposed roof terrace would introduce prominent and unsightly visual clutter in a raised and exposed location that would significantly detract from the clean lines, simple forms and balanced composition of the building. The proposal would fail to safeguard the special historic or architectural interest of the listed building, contrary to policy CL4 of the Local Plan 2019.

2)

The proposed roof terrace would result in a loss of amenity through noise disturbance caused by users of the space and a harmful sense of enclosure resulting from the screening on the western-most edge of the flat roof. The proposal would fail to ensure that good living conditions continue for neighbouring occupants, contrary to policies CL5 and CE6 of the Local Plan 2019.
