The proposed extension by virtue of its height, form and design would result in less than substantial harm to the character and appearance of the Thurloe and Smith's Charity Conservation Area and there would be no public benefits to outweigh the harm caused. The proposed extension would be incongruous and an inappropriate addition when viewed in the context of the wider site. Therefore, the proposals would be contrary to policies CL1, CL2, CL3, CL6, CL9 and CL11 of the Local Plan 2019 and the NPPF.
