By reason of its height and position the proposed rear terrace would harm the living conditions enjoyed by neighbouring occupiers in terms of privacy and noise by a degree beyond that which would otherwise be likely to occur. As such, the proposal is contrary to policies of the development plan, in particular policy CL5 of the Local Plan 2019.
