The information submitted is not satisfactory to demonstrate compliance with the Council's Noise SPD or Local Plan policies. The acoustic report is a mechanism to identify the lowest background sound levels and to assist in the plant selection. In this case, the plant to be installed has not yet been selected. What the acoustic report doesn't advise on is the standard of attenuation that the new condenser will require, and what its visual impact will be, with the potential danger that if this application is granted, a substantial acoustic enclosure could be installed that may have a detrimental visual impact to fully comply with the criteria in the Noise SPD, and/or fail to satisfy townscape and appearance policies such as CL1, CL3, CL6 of the Local Plan 2019. To avoid this, the plant should be selected along with details of the acoustic enclosure so this application can be appropriately assessed.
