The proposed dormer and mansard roof due to its form, profile, architectural design, size and scale would fail to respect the existing context, character and appearance of the host property, terrace and the wider Ladbroke Conservation Area. There are no public benefits that would outweigh the harm that would be caused and therefore the proposal would fail to preserve or enhance the character and appearance of the Ladbroke Conservation Area and would be contrary to policies CL1, CL2, CL3, CL6, CL8 and CL11 of the Local Plan 2019 and the requirements as set out in the NPPF.
